How NVIDIA Physical AI and Digital Twins Are Helping European Cities Become Smarter
Keeping a city running requires decisions that affect residents every day—from scheduling road repairs to improving energy efficiency and public safety.
Across Europe, software, infrastructure and integration partners are using NVIDIA accelerated computing to build physical AI agents and digital twins for cities and regions. These applications can help predict maintenance needs, support urban planning and improve the responsiveness of public services.
NVIDIA AI partners are developing solutions for city operations
Software partners include ABA technology, Akira, Garen AI, Honeywell Technologies, K2K, Linker Vision, Milestone, Ladies and gentlemen, Think Deep and Younite. Together, these companies use NVIDIA physical AI and agentic AI technologies to develop solutions for municipal operations and public services.

NVIDIA Metropolis Blueprint for Video Search and Summarization (VSS) and the NVIDIA Cosmos open model help AI agents interpret video and identify situations requiring attention, including traffic congestion, equipment conditions, underused spaces and safety hazards.
NVIDIA Nemotron, an open model, allows developers to build agents that reason about information, respond in natural language and support digital twin applications. The NVIDIA Omniverse library helps developers create and operate these digital twin experiences.
Projects span Belgium, Finland, France, Italy, the Netherlands, Poland, Sweden, the United Kingdom and other countries across the EMEA region.
AI-powered smart city projects across the United Kingdom
Liverpool City Region: K2K is exploring an AI factory built with NVIDIA accelerated computing, Cosmos and VSS Blueprints. The initiative can support urban planning and public services while testing applications for mobility and safety.
Jersey: K2K is working with Jersey to strengthen decision-making, mobility and urban planning while supporting clean energy and public services.
Belfast: Innovation City Belfast is exploring K2K pilots focused on smart mobility, transportation systems, citizen safety, event management and emergency response.

France: sovereign digital twins for energy, safety and public services
Côte d’Or: Akira and Think Deep are using NVIDIA Nemotron, Omniverse and accelerated computing to build an operational agent that combines sensor, infrastructure and historical data in a sovereign digital twin. Cosmos is planned for video data.
Across more than 500 public buildings, the agent supports energy management, compliance, safety and climate resilience. The project has reduced document search times from weeks to minutes and reduced total operating costs by 10%, with a goal of reaching 30% at scale.

Paul Sud de France: ThinkDeep is developing an agent platform that uses Cosmos and Nemotron to analyze cargo and safety data, coordinate operations and guide the safe handling of hazardous materials.
Italy: locally operated AI factories for municipalities
Milan region: Garen.AI, Dell Technologies and TD SYNNEX are deploying a locally operated AI factory powered by NVIDIA technology.
In Cinisello Balsamo, the initiative is planned to expand to four additional municipalities. Services include real-time translation, citizen chatbots and assistance with procurement and fundraising. These applications aim to simplify administrative tasks and help residents access municipal data in seconds instead of hours while maintaining local data governance.
Belgium: using synthetic data to prepare for critical incidents
Port of Antwerp-Bruges: Milestone and Dell Technologies are testing how agentic vision AI, NVIDIA Cosmos and VSS Blueprints can support complex use cases such as oil-spill warnings.
The project trains models with synthetic data to help prepare for incidents where sufficient real-world data is unavailable.
Northern Europe: digital twins for accessible urban experiences
Gothenburg, Sweden: Younite is developing a digital twin experience using the NVIDIA Omniverse library.
Developed as part of the European Union’s Citiverse initiative, the project focuses on simulating urban change and improving accessibility. It can provide visitors with previews of entrances, seating and crowd conditions before they arrive at events.
These projects demonstrate how cities are adapting agent applications to local needs and exploring ways to extend them across ministries, neighboring municipalities and countries. Related work also includes the Polish city of Wroclaw.
Smart building operations in the Middle East
Dubai: Honeywell Technologies is deploying Forge Cognition, powered by NVIDIA Nemotron, Cosmos, Omniverse and VSS Blueprints. At the Dubai Fairmont Hotel, AI agents are connected to building systems to improve reliability, energy efficiency and operations.

Building AI infrastructure for European cities
For European cities, moving from pilot projects to daily operations requires infrastructure that can process local data, customize models and run AI agents reliably.
System builders and infrastructure partners—including Cisco, Dell Technologies, HPE, Lenovo and Supermicro—package NVIDIA-accelerated computing, networking and storage into locally operated AI factories. These systems allow cities to customize and run intelligent applications locally while maintaining control of their data, models and operations.
Nevius and Net Zero Computing are part of a broader ecosystem building AI factories designed to accelerate adoption and reduce the cost of agent services. EY and Accenture provide integration and operational expertise to connect applications with city systems.
These efforts can help cities create repeatable deployment blueprints that adapt across departments and scale as local needs grow.
Learn how NVIDIA and its ecosystem are bringing physical AI, agentic AI and local AI factories to cities around the world at the Smart City EXPO World Conference, held in Barcelona from November 3 to 5.
