Diversity, Equity, Inclusion, and Accessibility Executive Order Update
Updated January 29, 2025: On January 23, 2025, NASA’s Office of Acquisition (OP) issued a memorandum to the NASA contractor and grants community regarding the applicable Executive Order, including the White House document titled Initial Revocation of Harmful Executive Orders and Measures and the Office of Personnel Management memorandum, Initial Guidance on the DEIA Executive Order.
According to the NASA Office of Acquisition memorandum, recipients of NASA grants and cooperative agreements must immediately suspend and discontinue all DEIA activities required by their awards. This may include DEIA planning requirements, training, workshops, reporting, staffing reviews, and other direct or indirect grant activities related to DEIA.
Grant recipients should notify the appropriate grants officer if they identify requirements in their awards that conflict with this guidance. The grants officer’s contact information is listed in NF 1687, the Grant Award Notice and Cooperative Agreement Notice (NOA).

NASA Grants and Cooperative Agreement Terms and Conditions
Beginning in FY 2025, NASA separated the Terms and Conditions from the Grants and Cooperative Agreements Manual (GCAM) into a standalone document. The document describes the general and specific terms and conditions that apply to awards issued under 2 CFR 1800, NASA’s adoption of 2 CFR 200.

NASA strongly encourages grantees to use the NASA Insignia Format in accordance with the official guidelines. These guidelines help increase awareness of NASA’s mission activities and highlight grant recipient partnerships for broader and more diverse audiences.

NASA Payment Management System
NASA uses a service provider, currently the Department of Health and Human Services (HHS), to administer the Payment Management System (PMS). PMS provides federal funds to recipients and offers instructions for registration and fund requests.
NASA Post-Award Monitoring Requirements
NASA conducts routine post-award monitoring for all awards, regardless of the award’s risk determination. At a minimum, routine monitoring includes a review of the recipient’s annual performance report, semi-annual Federal Financial Report (FFR), and transaction test review.
Annual Performance Reports
All NASA award recipients must submit an annual performance report. The report is due 60 days before the annual anniversary of the award’s period of performance (POP) start date. For example, if an award’s POP runs from October 1 through September 30, the report is due 60 days before October 1.

Semi-Annual Federal Financial Reports
Recipients must submit semi-annual FFRs through the Payment Management System:
- Reporting Period 1: October 1 through March 31. Deadline: April 30 each year.
- Reporting Period 2: April 1 through September 30. Deadline: October 30 each year.
- Final FFR: Due within 120 days after the end of the POP.

The NASA Grants and Cooperative Agreements Manual (GCAM) provides pre-award and post-award policy guidance for NASA proponents, award administrators, and recipients. It supports the application, award, and administration of grants and cooperative agreements for educational institutions, nonprofit organizations, state and local governments, Indian tribal governments, and commercial organizations.
