Microsoft has introduced an urgent update to address a significant issue affecting Dell PCs that may lead to performance degradation or unexpected shutdowns post the July 2026 Windows 11 Security Update installation.
As per Microsoft’s announcement regarding this matter on Tuesday, the problem pertains to KB5101650, the cumulative update for Windows 11 versions 25H2 and 24H2.
This issue is rooted in modifications made during the June 2026 preview cumulative update, KB5095093. This update inadvertently created a compatibility issue between the newly introduced Windows USB-C Connection Manager interface and the Intel Innovation Platform Framework (IPF) processor driver, an essential system hardware driver responsible for regulating system power and temperature.
This incompatibility manifests in affected devices as a yellow exclamation mark next to the processor participant driver in Device Manager.
According to Microsoft: “After installing the June 23, 2026 Windows Preview Update (KB5095093), a subset of Dell devices may display a yellow exclamation mark next to the Intel Innovation Platform Framework processor participant driver in Device Manager. This could result in unexpected shutdowns, reduced performance, increased heat generation, and heightened battery depletion.”
This problem was flagged by Dell during the testing phase and identified as a clash between the Intel driver and the new Windows USB-C Connection Manager interface introduced in the June 23, 2026 Windows Preview Update (KB5095093).
To mitigate these issues, Microsoft has temporarily halted updates for the affected Dell systems until a permanent solution is provided.
Just three days following the identification of this issue, Microsoft rolled out two emergency updates to rectify the situation for Dell PCs operating on Windows 11 25H2 and 24H2 (KB5121767) and Windows 11 Enterprise LTSC 2024 (KB5121768).
Microsoft stated that “This update resolves an issue affecting a limited number of devices equipped with Intel Innovation Platform Framework (Intel IPF) drivers that may cause noticeable changes in performance, power consumption, or system behavior following recent Windows updates.”
A fraction of Dell devices previously blocked from receiving the July 2026 security update KB5101650 can now install this Out-Of-Band (OOB) update. It is specifically advised for devices directly impacted by this issue. Users with unaffected systems need not take any action.
Devices managed by Windows Autopatch with hotpatch updates enabled will automatically receive this emergency update. Meanwhile, IT administrators utilizing Microsoft Intune can refer to guidance available here to expedite deployment.
Windows users who have yet to install the July 2026 security updates should ensure to restart their devices for the changes to take effect.
