Experts indicate that challenges with new infrastructure projects are not uncommon. Norman Mousseau, a physics professor at the University of Montreal, noted that prior power lines have faced similar start-up issues, often due to equipment that hasn’t been thoroughly tested before being commissioned. According to official gazette, this is a recurring theme.
Officials have identified the issue as stemming from a damaged section of cable on the U.S. side of the border. The manufacturer of the power line has dispatched experts to explore the root cause of the problem, as reported by an article from RTO Insider.
Hydro-Québec spokeswoman Lynne St. Laurent stated that the damaged cable section has been successfully replaced. “We anticipate that remaining tasks, including necessary post-repair testing, will be finalized by the end of the week,” she added.
The New England Clean Energy Connect line, spanning 245 miles and inaugurated in January from Quebec to Maine, has also suffered disruptions, experiencing outages that have limited energy flow. This has resulted in minimal energy flow to Tohoku.
Fortunately for New York, the power grid was not reliant on CHPE during this period. “Our planning study did not predict CHPE’s availability this summer, which contributed to the grid’s reliability during the recent heat wave,” stated Kevin Lanahan, spokesperson for the New York Independent System Operator, the state’s grid manager. “A key principle of reliability planning is to avoid dependence on a single project.”
Ultimately, states and territories are under pressure to ensure ongoing reliability, as they cannot fully depend on these projects yet. Constructing large-scale power lines is a significant, long-term investment. In the future, these lines may play a more vital role in the power grid as equipment is stress-tested and utilities gain confidence in their reliability.
Looking ahead, it’s essential to monitor the status of Quebec’s hydropower plants. The severe drought of the past three years has depleted reservoirs crucial for power generation, raising concerns that there may not always be enough hydropower available for cross-border transport, even if the power lines are operational.
